Commissioning Public Services

Please note: Due to the YRDSB Trustee By-Election, we may be unable to accommodate any walk-in requests for commissioning. Please contact the Office of the Clerk at 905-771-8800 x3099 to book an appointment.

A Commissioner of Oath is available with Richmond Hill's Office of the Clerk to administer oaths and take various declarations.

There are limitations on the types of documents the City's Commissioners of Oaths can complete. A Commissioner of Oaths will have to examine your specific document before accepting it. Please contact the Office of the Clerk at 905-771-8800 x 3099 to confirm that your document can be completed.

A Commissioner of Oath is not the same as a Notary Public. The City does not provide Notary Public services. To obtain the signature of a Notary Public on your document, please contact a Notary Public in the community.

You are encouraged to make an appointment for commissioning services to avoid long wait times and to ensure that a commissioner will be available. When calling to book your appointment, please describe your document to one of our commissioners to make sure it is one we are likely able to help you with.

Requirements

Please bring the following items with you to your appointment:

The document requiring a Commissioner of Oaths signature (the document should be complete but should not be signed until before the Commissioner).
1 valid piece of government-issued photo identification (no photocopies) for each individual who will be making a declaration.
If commissioning your document requires verification of your address, please bring proof of address

The applicant is solely responsible for obtaining and preparing all forms requiring the signature of a Commissioner of Oaths.

Please note that services vary, it is recommended that you please contact the Office of the Clerk at 905-771-8800 x 3099 in advance of your visit to confirm that your document can be commissioned by a City Commissioner.

The Office of the Clerk cannot help you with personal-related documents, including, but not limited to:

Wills (including Living Wills, Codicils to Wills and Statements of Assets of a Deceased Person)
Powers of Attorney
Invitation Letters
Divorce or Separation Documents
Custody Documents
Insurance Documents
Financial Documents
Real Estate Documents
Other Personal-related Documents

Please note that the City’s Commissioners of Oaths may, upon examination of your specific document, determine that it is not something that falls within the scope of their authority at their sole discretion.

Please note that Richmond Hill staff are not Notaries Public and cannot provide notarization. If your document specifically requires notarization (rather than commissioning), you will need to find a Notary Public in the community who can provide this service.
